Abstract
This article examines police officers within the New York Police Department (NYPD) who have committed substantiated serious misconduct but were returned to duty rather than dismissed. It focuses on identifying behavioral characteristics that may predict repeated misconduct among these officers. The research highlights the importance of understanding how complaint management and disciplinary actions influence officer behavior and offers recommendations for early intervention to prevent further misconduct. The study emphasizes the need for meaningful reform in managing serious police misconduct to improve accountability and behavior change.
