Driving Special Education Law: The Gears of the Individuals with Disabilities Education Improvement Act.

Abstract
This article focuses on the interconnected components of the Individuals with Disabilities Education Improvement Act (IDEA) and their collective role in defining and delivering a free appropriate public education (FAPE) for students with disabilities. It presents the six major provisions of IDEA—FAPE, nondiscriminatory evaluations, individualized education programs (IEPs), least restrictive environment (LRE), family participation, and procedural safeguards—as interdependent "gears" that work together to ensure meaningful and legally defensible special education services. The article highlights challenges faced by new special educators, such as managing large caseloads and limited preparation in special education law, and offers a framework and checklist to support educators in developing IEPs that meet both procedural and substantive legal requirements. Emphasizing a holistic understanding of IDEA's principles, the article underscores the importance of collaboration among educators, families, and students to tailor education that enables appropriate progress based on individual circumstances.
