Fostering Collaboration for Student Support: The Vital Role of District Liaisons and Counselors in Addressing Homelessness.

Abstract
This study examines the practical implementation of the McKinney–Vento Homeless Assistance Act (MKVHAA) of 1987 in a Southern California secondary school district with a high youth homelessness rate. Through interviews with five school counselors and one district homeless liaison, the research highlights how these practitioners navigate policy mandates, build trusting relationships, and utilize internal and external resources to support unhoused students’ academic and socioemotional needs. Despite limited formal familiarity with MKVHAA terminology, participants demonstrated effective application of its provisions, emphasizing collaboration, centralized resource distribution, and student-centered approaches. The study underscores the importance of ongoing professional training, interagency partnerships, and inclusive policies that reflect the diverse lived experiences of youth experiencing homelessness.
