Abstract

The article discusses the need for a U.S. Minerals Policy, particularly in light of the U.S. Department of Energy adding copper to its list of critical minerals, while other agencies, like the U.S. Geological Survey (USGS), are slow to follow suit. The author emphasizes the fragile state of the U.S. permitting process, the challenges with the proposed royalty on hard-rock mining, the limitations of a leasing system for mining, and the inadequacy of permitting reforms.
