Equality, Diversity and Inclusion within Ireland's Police Service, An Garda Síochána: Bridging the Gap between Commitments and Reality.

Abstract

This article critically examines efforts to promote equality, diversity, and inclusion (EDI) within An Garda Síochána (AGS), the Irish police service, focusing on the implementation of recommendations from the 2018 Report of the Commission on the Future of Policing in Ireland (COFPI). It highlights that while AGS has made positive strides—such as relaxing entry barriers, updating uniform policies, and enhancing hate crime reporting—significant challenges remain, including underrepresentation of minority groups, insufficient EDI training aligned with international best practice, and strained relations with marginalized communities like the Traveller and Roma populations. The article emphasizes that laws and policies alone are inadequate for transformative change without strong leadership, adequate resourcing, transparent data collection (notably on ethnicity), and robust oversight mechanisms. It concludes that promoting EDI within AGS must be accompanied by broader societal efforts to address structural inequalities and discriminatory attitudes affecting minority and disadvantaged groups in Ireland.
