A Content Analysis of Police Shared Service Agreements.

Abstract

The article focuses on the analysis of police shared service agreement contracts in New Jersey, where 26 municipalities contract with larger local departments to address limitations of small police forces. It systematically examines seven contract features: services provided, division of services, contract term, cost and adjustments, early termination, and chain of command. The study aims to clarify the responsibilities of both provider and receiver agencies, assess contract elements that affect public acceptance, and offer recommendations for parties considering entering or renewing such agreements.
