Abstract
This article focuses on a federal district court case addressing the tension between Privacy Act rights and qualified First Amendment privileges protecting reporter sources. In Chen v. Federal Bureau of Investigation, the court ordered Fox News correspondent Catherine Herridge to disclose the identity of sources who allegedly leaked materials central to a Privacy Act claim, after the plaintiff exhausted all other investigative avenues. Herridge’s refusal led to a civil contempt order with daily fines, though enforcement was stayed pending appeal.
