Abstract
The article discusses the adoption of a draft Convention by the Committee of Ministers of the Council of Europe (CoE) to establish an International Claims Commission for Ukraine, aimed at addressing damages caused by the Russian Federation's aggression. The Convention is set to be opened for signature at a Diplomatic Conference in The Hague on December 15-16, 2025, following extensive negotiations that began in 2024. The Commission will operate as an independent body within the CoE framework, allowing individuals and legal entities affected by violations of international law since February 24, 2022, to submit claims for compensation. The article highlights the Commission's role in complementing existing international legal mechanisms and emphasizes the importance of reparations for victims of the conflict.
