How Priming Fairness and Priming Constitutionality Impact the Effect of Partisan Self-Interest on Citizen Support for Election Reforms.

Abstract
This article examines how citizens balance concerns about procedural fairness and partisan self-interest when evaluating electoral reforms. Through two survey experiments involving policies such as civics tests for voting, early voting, voter purges, and polling place closures, the study finds that priming fairness considerations reduces but does not eliminate the influence of partisan advantage on support for these reforms. Additionally, informing respondents about a reform's constitutionality generally does not increase partisan-driven support, suggesting fairness concerns impose limits on willingness to endorse electorally beneficial but potentially unfair policies. These findings highlight the nuanced role of fairness and self-interest in shaping public opinion on election laws.
