Abstract
The article focuses on the challenges at the intersection of foster care and special education, highlighting the critical role of educational surrogate parents (ESPs) in advocating for students with disabilities in foster care. Approximately 40 percent of youth in foster care have a disability, making them significantly more likely to require special education services compared to their peers. The article discusses the legal framework established by the Individuals with Disabilities Education Act (IDEA) and emphasizes the need for comprehensive training for ESPs to effectively support these students. It also calls for systematic reforms in educational practices, improved communication networks, and enhanced support systems to better serve foster youth in special education.
