Abstract
This article examines the 50-year evolution of how the U.S. Bureau of Justice Statistics (BJS) has measured rape and sexual assault (RSA) through three national crime surveys: the National Crime Survey (NCS, 1972–1991), the National Crime Victimization Survey (NCVS, 1992–2023), and the redesigned NCVS (NCVS-R, 2024–present). It details changes in definitions—from a narrow focus on completed or attempted rape to a broader spectrum of RSA—and improvements in survey methodology, including a two-stage measurement process using screening and detailed incident report questions. The article also contextualizes these developments within legislative reforms, social movements, and research advances, highlighting BJS’s ongoing efforts to refine behavioral and tactical classifications of sexual victimization to enhance accuracy and inclusivity in national estimates. The NCVS-R introduces more behaviorally specific language and expanded categories, such as coerced penetration, though some forms of coercion remain excluded from official RSA crime estimates.
