Abstract
The gatekeepers of a hearing on habeas corpus relief for prisoners are found in the Antiterrorism and Effective Death Penalty Act (AEDPA), 28 U.S.C. § 2254 and § 2244. A provision of the AEDPA requires the dismissal of a claim presented in a second or successive habeas corpus application under Section 2254 that was presented in a prior application. Only state prisoners may file a habeas corpus action under Section 2254, but the Eleventh Circuit held that Section 2244(b)1 also applies to motions to vacate filed by federal prisoners under Section 2255.
