Abstract

This article responds to a critique of the "Harm Assessment Framework," a method for evaluating organized crime harms first introduced by the authors in 2013. The authors argue that the critique misrepresents their framework and overstates the novelty of the proposed Organized Crime Harm Assessment (OCHA), which draws significantly from their original work. They also address a valid criticism of their method and highlight some weaknesses in the OCHA approach. The article underscores the importance of assessing the impacts of criminal policies on organized crime to enhance policy effectiveness and legitimacy.
