Abstract

The article examines systemic barriers that prevent respondents from complying with United States Civil Protection Orders in domestic violence cases and explores how the legal system can balance the safety of survivors with fair treatment for respondents. It analyzes respondents' experiences, showing how lack of legal representation, unfamiliarity with court procedures, and limited access to supportive services often lead to unintentional violations.
