The European Union as a global counter-terrorism actor.

Abstract

This article discusses the evolution of the European Union's counterterrorism efforts over the past 20 years and its current level of influence on global counterterrorism. The authors argue that the 9/11 attacks played a significant role in shaping the EU's approach to counterterrorism, leading to increased cooperation and the creation of new supranational European legal instruments and institutions. The book also explores the EU's actions in different counterterrorism environments, including its partnership with the United States, its involvement in south Asia (Pakistan and Afghanistan), and its engagement in the Middle East (Iraq and Syria). The authors conclude that the EU has the ability to combat terrorism globally, although factors such as access and political power may limit its influence.
