Abstract
The article focuses on the expansion and impacts of the H-2A program, a U.S. temporary visa initiative for seasonal agricultural workers, which has grown significantly since its inception nearly 40 years ago. Recent regulatory changes under the Trump administration lowered wages and allowed growers to deduct rent from workers’ pay, contributing to wage suppression affecting both H-2A and local farmworkers. In Washington State, where H-2A usage has increased by 1,000% since 2008, local workers—particularly women—face job displacement and discrimination as growers prefer H-2A labor due to federal subsidies and workforce control. The article highlights abuses faced by H-2A workers, including deceptive contracts and isolation, and calls for comprehensive immigration reform and protections to support all farmworkers rather than expanding the H-2A program.
