Policy Practice in Non-profit Ethnic Minority Organisations: Tension Axes and Supportive Intra-Organisational Conditions.

Abstract

This article examines how the ethnic identity of minority social workers influences their involvement in policy practice within non-profit ethnic minority organisations (NPEMOs) in Israel, focusing on Arab social workers. It identifies three main intra-organisational conditions that support such involvement: organisational procedures (including training and managerial support), organisational cohesion (team unity and shared decision-making), and participation in collective action (collaborations and coalitions with other organisations). The study highlights tensions faced by these social workers between promoting social justice and encountering structural, cultural, and personal barriers linked to their minority status. Findings suggest that tailored organisational support can empower minority social workers to engage effectively in policy arenas, contributing to social justice and equality in multicultural societies.
