Abstract
This article explores the concept of communalist self-government and its potential to redefine the roles of citizens and immigrants. It discusses how cities around the world are challenging the authority of the nation-state by organizing initiatives to welcome and integrate immigrants. The article argues that communalism, which focuses on self-governance at the municipal level, offers new possibilities for thinking about identity, belonging, and political participation. It also examines the relationships between municipalities and immigrants, and how communal self-government can secure cosmopolitan norms and redefine citizenship. The article draws on historical examples and political theory to support its arguments. [Extracted from the article]
