Abstract
The discussion of freedom, which Ringen believes is the single most important advantage democracies enjoy, revives a long-standing debate between negative and positive theories of liberty. Refreshingly, Ringen's book does not reach for an overarching theory of the case; to draw on another of Berlin's distinctions, Ringen is a fox (who knows many things) rather than a hedgehog (who knows one big thing).
