EACOP and the Battle for African Development: Zeus vs. Prometheus.

Abstract

The article focuses on the East African Crude Oil Pipeline (EACOP), a $10 billion project designed to alleviate energy poverty in Uganda and Tanzania by transporting crude oil from Uganda’s Lake Albert oilfield to Tanzania’s Port of Tanga. Despite opposition from Western environmental NGOs and political actors who cite climate and biodiversity concerns, Uganda and Tanzania are proceeding with the pipeline, viewing it as a sovereign development initiative that challenges Western “green” colonialism and aligns with China’s Belt and Road Initiative (BRI). The project, involving major stakeholders including TotalEnergies and China National Offshore Oil Corporation (CNOOC), is expected to generate significant revenue, create jobs, and support Uganda’s growing energy needs, while symbolizing a broader geopolitical shift toward African economic independence and cooperation with China. The article also highlights the resistance from Western-backed NGOs and political figures, framing it as part of a larger struggle over African sovereignty and development paradigms.
