Abstract
John argues that the National Road's rebuilding represented the "capstone" (3) of Ohio Progressivism, as Democratic governor James M. Cox, in this traditionally Republican state, hitched his reform administration to highway development. Ohio Republicans, appalled by inefficient contractors, used new majorities to shrink Cox's over-budget road bureaucracy and program. [Extracted from the article]
