Abstract
Kovner instead builds upon the path-breaking and detailed work by [3], [4]) to show how much of the cruelty toward POWs was less intentional than a result of negligence, inattention, incompetence, and irresponsibility. Kovner never shies away from the brutality of the camps or denies the harrowing experiences prisoners suffered. In a separate narrative thread, Kovner is also attentive to Allied hypocrisy and complicity in the POWs' plight.
