Abstract

The article focuses on the Myanmar military junta's increased use of aerial attacks on civilians utilizing low-cost paramotors and gyrocopters, as reported by the rights group Fortify Rights. Between December 2024 and mid-January 2026, at least 304 attacks were documented, primarily in the Sagaing, Magway, and Mandalay Regions, targeting schools, hospitals, and residential areas. A particularly deadly incident occurred on 6 October 2025, when a paramotor attack during a candlelight vigil resulted in the deaths of at least 24 civilians. Fortify Rights warns that these tactics, which appear aimed at unarmed civilians, may constitute war crimes under international humanitarian law and calls for increased sanctions on related technologies.
