Abstract
This article examines the legislative behavior of Aung San Suu Kyi, Myanmar's prominent dissident and leader of the National League for Democracy (NLD), during her first term as an opposition Member of Parliament (MP) from 2012 to 2016 in a legislature dominated by an army-backed party and military-appointed MPs. Drawing on Burmese-language parliamentary records and interviews, the study finds that Suu Kyi maintained a largely marginal but disciplined role, refraining from asking parliamentary questions, submitting bills, or acting as party whip, while occasionally engaging through motions and interjections focused on national issues like education and health. Her low-profile approach reflected strategic considerations, including skepticism toward the military-crafted 2008 Constitution, a desire to avoid misinterpretation of her actions, and positioning herself as a national leader-in-waiting rather than a local representative. This restrained legislative engagement helped consolidate her party's subsequent electoral victories in 2015 and 2020 but did not prevent later international criticism following her rise to executive power as State Counsellor.
