Oiling the War Machine? The Fuel Dilemma and Warfighting Capability.

Abstract
The article examines the "fuel dilemma" in modern warfare, a trade-off between the enhanced combat capability provided by oil-powered mechanized forces and the significant logistical and strategic burdens of sustaining wartime fuel networks (WFNs). It identifies three state strategies for managing this dilemma: minimalism (limiting fuel use and mechanization), control (balancing fuel consumption with sustainability), and gamble (maximizing short-term fuel use at the risk of long-term shortages). Through case studies of the Viet Cong and People's Army of Vietnam's minimalism during the Vietnam War, the Chinese People's Volunteer Force's controlled fuel use in the Korean War, and the Imperial Japanese Navy's fuel gamble in World War II, the article illustrates the operational consequences and trade-offs of each approach. The study highlights the complex interplay between logistics and combat capability, emphasizing that no single strategy universally optimizes warfighting performance, and suggests that the fuel dilemma remains relevant despite ongoing efforts toward military energy diversification.
