Abstract
Ukrainian lawmakers are considering a bill that would allow prison inmates to join the war effort in response to recent Russian advances. The bill, submitted by lawmakers from President Volodymyr Zelenskiy's party, would amend the penal code to allow inmates to get parole in exchange for signing military contracts. The Ukrainian leadership is seeking ways to replenish troops and address the deficit of ammunition and personnel caused by Russia's advances. Russia has been recruiting convicts for the fight since the beginning of the war, with criminals making up a significant part of the Wagner mercenary group. Another draft law proposes a sweeping amnesty for convicts volunteering for battle duty. The drafts have no clear deadline for voting. [Extracted from the article]
