Abstract
As a result, military counterintelligence in particular, designed to monitor and suppress dissent in an ostensibly democratic state, devolved into an unpredictable and potentially disruptive factor in both state and army. "The Affair" accelerated the radicalization of French military thought in the context of the army's growing sense of political and social isolation and military inferiority, which in itself diminished the value of intelligence. Colonel Jean Sandherr, chief and guiding spirit of the soon to become infamous Statistical Section, the counterespionage division of the 2 SP e sp Bureau entrusted in the post-1871 epoch with collecting military intelligence, became France's self-appointed implementor of unconstrained state power.
