Abstract
According to the author, while it is clear that China was arming against the United States, it is much less certain the Americans were arming against China. The two cases that Colley examines are the naval modernizations of China and India during the period from 1991 until 2020, which are the most significant for not only the Indo-Pacific region but the entire world today.
