Managing Legislative Drafting Projects by Applying Project Management Techniques.

Abstract
This article focuses on applying project management methodologies, as defined by the Project Management Institute (PMI), to the legislative drafting process to enhance efficiency, quality, and timeliness. Using the Saudi government's legislative drafting procedures as a case study, it outlines how project management tools—such as scope definition, work breakdown structures, scheduling, responsibility matrices (RACI), quality standards, and key performance indicators (KPIs)—can be adapted to manage the complex, multi-stakeholder, and intellectual nature of legislative projects. The research emphasizes the importance of the initiation and planning phases in setting clear objectives, defining scope, assembling competent technical teams, and scheduling deliverables, followed by rigorous implementation and closure phases that include quality assurance and lessons learned documentation. The study advocates for institutionalizing project management within legislative bodies to improve the drafting process and offers practical frameworks and verification tools to support this integration.
