Abstract
The article focuses on the U.S. Senate filibuster, a procedural rule allowing extended debate to delay or block legislation, which requires a 60-vote supermajority to end debate and pass most bills. While the filibuster faces bipartisan criticism for contributing to legislative gridlock and being used as a partisan tool, it also serves to protect minority rights, encourage bipartisan negotiation, and maintain policy stability amid political polarization. Historical reforms, such as lowering the cloture threshold and the "nuclear option" for judicial nominations, illustrate attempts to modify the filibuster without fully abolishing it. The article highlights ongoing debate about whether eliminating the filibuster would reduce dysfunction or exacerbate partisan swings and instability in U.S. governance. [Extracted from the article]
