Abstract
The article argues that termination of parental rights (TPR) is common and should not be regarded as a proxy for child abuse. It discusses provisions of the Adoption and Safe Families Act and the risks of forced adoptions and other coercive state interventions. It argues that TPR demonstrates bias of child welfare policies that target marginalized communities and deny parent reunification services. It urges social workers to ensure social justice, access to services and equality of opportunity.
