Abstract

While the Constitutional Democratic Party, the major opposition party, followed the dictates of the Promotion Act in the election following its passage, the LDP's nomination strategy at the national level has shown little change. She argues that quotas are an institutional feature that promote the increase of women in politics; however, quotas initially were not possible and have only been weakly instituted recently due to the electoral system and LDP dominance. Indeed, Eto sees these foundational factors as influencing the electoral system, political party organization, and priorities and attitudes towards implementing quota laws.
