Abstract
The article critically examines India's concerns and responses to the financing of global terrorism, highlighting terrorism financing as a key enabler of terrorist activities through means such as organized crime, hawala money laundering, and state sponsorship. It outlines India's legislative framework, including the Unlawful Activities Prevention Act (UAPA) and the Prevention of Money Laundering Act, alongside institutional mechanisms like the Financial Intelligence Unit-India (FIU-IND) and the Inter-Ministerial Coordination Committee (IMCC) that coordinate efforts to detect and prevent terror financing. The article also details India's engagement with international conventions such as the International Convention for the Suppression of the Financing of Terrorism (ICSFT), United Nations Security Council resolutions, and multilateral cooperation through organizations like INTERPOL, the Financial Action Task Force (FATF), and regional bodies. Despite some gaps noted in domestic legislation relative to international standards, India actively pursues bilateral and multilateral agreements to strengthen counter-terrorism financing measures and advocates for a Comprehensive Convention for Combating International Terrorism (CCIT) at the United Nations.
