Abstract

The article discusses the CR14 cyber range in Tallinn, Estonia, and its role in cyber operations training, research, and development. The range, which opened in January 2021, is a world-leading provider of cyber operations training. The article also highlights the cyberattack Estonia experienced in 2007, which marked a significant event in the field of cyberwarfare. Estonia has since invested heavily in cybersecurity and developed advanced capabilities in cyber defense, electronic warfare, and electromagnetic activities. The article emphasizes the importance of spectrum management in both cyberwarfare and electronic warfare and suggests that NATO and its allies should focus on capabilities that help neutralize Russian electronic warfare systems through cyber and kinetic means.
