Abstract

The article focuses on the limitations faced by reproductive-rights advocates in states that do not allow citizen-led statewide ballot initiatives, particularly in the context of abortion access following the 2022 Dobbs v. Jackson Women's Health Organization Supreme Court decision. While many states have passed citizen-initiated ballot measures protecting abortion rights, states like Louisiana, Alabama, and Texas—with some of the strictest abortion laws—restrict this process, leaving advocates reliant on legislative bodies that often oppose abortion rights. Organizations in these states continue efforts through legal challenges, direct aid, and local advocacy, but emphasize the challenges of advancing reproductive rights without the ability to place measures directly on the ballot. The article highlights the disparity between voter support for abortion rights and the political structures that limit direct citizen participation in these states.
