UN Court Orders Measures Against Azerbaijan over Nagorno-Karabakh.

Abstract
The International Court of Justice has responded to a request from Armenia regarding racial discrimination in Azerbaijan. The Court has ordered measures to protect the rights of ethnic Armenians in Nagorno-Karabakh, including the safe return of those who left after September 19, 2023. Azerbaijan must submit a report on the implementation of these measures. The Court's decision is legally binding but it lacks enforcement power. The US has urged Azerbaijan to facilitate the return of Nagorno-Karabakh Armenians, while Azerbaijan has refused to meet with Armenia's foreign minister in Washington. Talks between the two countries have not yet yielded a breakthrough. The European Commission emphasizes the importance of the safe return of displaced Armenians to Artsakh. Armenian Prime Minister Nikol Pashinyan has stated that Armenia and Azerbaijan have different diplomatic approaches despite agreeing on basic peace treaty principles. The Parliamentary Assembly of the Council of Europe has adopted a resolution and recommendation on the humanitarian situation in Nagorno-Karabakh. Additionally, the parents of a victim of the Parkland school shooting have filed a human rights lawsuit against the US government, claiming that US gun policy violates human rights law.
