Abstract

"Overcoming the Oppressors: White and Black in Southern Africa" by Robert I. Rotberg examines the fight against colonial rule and South African sub-imperialism in southern Africa from 1959 to 1994. The book assesses the governance of presidents in Zambia, Malawi, Zimbabwe, South Africa, Botswana, and Namibia, focusing on their provision of healthcare, education, staple food, and equitable opportunities for their citizens. The author praises leaders like Seretse Khama, Ketumile Masire, and Nelson Mandela for their transformative and incorruptible leadership, while criticizing leaders like Kaunda, Banda, Mugabe, Mnangagwa, Mbeki, and Zuma for corruption, ethnic persecution, economic ruin, and other failures. The book suggests that consultative politics and free trade can strengthen institutions, while autocratic leaders create weak states and provoke separatist movements. However, the book overlooks the impact of IMF Structural Adjustment Programs and multinational businesses repatriating profits, as well as the adverse effects of colonial capitalism and unequal global economies.
