Abstract

The article views the 1868 Torrents Act and the 1875 Artisans' and Labourers' Dwellings Improvement Act in Great Britain as a demonstration of despotism in government intervention for tackling the problems of housing the urban working classes. It raises the issue about reconciling intervention with fairness to property owners, ratepayers, lodgers and stakeholders, as well as the debate over localism and centralisation when it comes to the delivery and regulation of housing supply.
