Abstract
The Bureau of Land Management (BLM) in the United States has announced new rules to promote ecological stewardship on federal lands, while still allowing extractive commercial activities. The BLM will now assess the ecological condition of all the land it manages and offer leases for restoration of damaged areas. In other news, a declaration signed by scientists and philosophers states that vertebrates and some invertebrates may experience consciousness, calling for actions to protect their welfare. Colorado has become the first US state to enact privacy restrictions on the use of data from commercial neurotechnology devices, while the US Environmental Protection Agency (EPA) will now require polluters to monitor and clean up toxic "forever" chemicals. The National Institutes of Health (NIH) in the US and the Canadian government have provided raises for postdoctoral researchers, and researchers have discovered that bat guano eaten by animals in Uganda's Budongo Forest Reserve may spread viruses.
