Book Review of "Emerging Federal Structures in the Post-Cold War Era", ed. by Soeren Keil and Sabine Kopp. The dynamic perspective that this book takes will undoubtedly aid in the development of further theoretical approaches that tell us under what conditions we see federalization or de-federalization. Federal arrangements with single federal institutions but without full federalization (e.g., Spain) and systems with counteracting, that is, autocratic practices (e.g., India) are intermediate stages before the state of a fully-fledged federation (e.g., Belgium) is reached.
