A framework to forestall systemic police misconduct: Applying DOJ'S pattern or practice findings to municipal police.

Abstract
The article focuses on the Department of Justice's (DOJ) authority under the 1994 crime bill to investigate law enforcement agencies for systemic misconduct and unconstitutional policing. It reviews 78 DOJ investigations, including 35 municipal police agencies with formal "findings letters" that identify policy, procedural, and operational deficiencies. An analysis of these documents revealed consistent themes and their relation to organizational and environmental factors, leading to the development of a four-step framework designed to help police leadership prevent systemic misconduct and unconstitutional practices.
