Abstract
PioneersEXPANDING CHILDCARENew Mexico in 2025 became the first U.S. state to offer free universal childcare for children from 6 weeks to age 13. The result of a yearslong effort by Governor Michelle Lujan Grisham and the state legislature, the program expands a 2022 initiative offering free childcare for families earning up to 400% of the federal poverty level.
