Information system quality and organizational performance: The effect of information system integration in Tabriz metropolitan municipality, Iran.

Abstract

This study investigates the impact of information system (IS) quality and IS integration on the organizational performance of Tabriz Metropolitan Municipality in Iran, aiming to support the feasibility of integrated urban management amid Iran's complex urban administration involving multiple organizations. Using a quantitative survey of 80 ICT experts within the municipality's Statistics and Information Technology Organization, the research applies DeLone and McLean's IS success model—comprising information quality, system quality, and service quality—and distinguishes IS integration into internal and external types. Findings reveal positive relationships between IS quality, IS integration, and organizational performance, with IS integration fully mediating the effect of IS quality on performance, highlighting the critical role of integrating urban information systems to enhance municipal efficiency and customer satisfaction. This study uniquely addresses integrated urban management in Iran from a technical infrastructure perspective and offers implications for policymakers and managers in developing countries to prioritize IS quality and integration for improved urban governance.
