Abstract
In this book, Sandra Moats contributes to that conversation by examining state development as a result of U.S. neutrality during George Washington's presidency. She argues that neutrality played an "outsized role" in the development of the national state, for Washington's Neutrality Proclamation of April 1793 "energized federal institutions, authorities, and constitutional responsibilities" (3). Moats guides the reader through the history of U.S. neutrality, from before the Revolutionary War through Washington's presidency, with the years 1793 and 1794 as understandable focal points.
