Abstract

The article focuses on the urgent need for State-Owned Energy Companies (SOECs) to repurpose themselves to support a just transition to a low-carbon economy. It emphasizes that SOECs, which hold public mandates, must reform their strategies, business models, and decision-making processes to address climate risks and align with global climate commitments such as the 2015 COP21 Paris Agreement. The brief highlights the increasing availability of data to inform these changes and warns that failure to act may lead to legal and financial consequences for management and politicians. Examples from Germany's coal phase-out, ExxonMobil's legal challenges, and renewable energy growth in the UK and India illustrate the evolving energy landscape and the necessity for SOECs to future-proof their operations to ensure sustainability, justice, and accountability.
