Abstract

This article examines the cooperation between China and five North African countries—Morocco, Algeria, Tunisia, Libya, and Egypt—under the Belt and Road Initiative (BRI) in advancing the green energy transition. It highlights how the BRI mobilizes funding and expertise to develop renewable energy projects, reflecting China’s pragmatic approach that prioritizes building industrial capacity and energy infrastructure alongside renewables deployment. The article details bilateral and regional cooperation frameworks, legislative reforms, and megaprojects that mirror China’s domestic renewable energy development model, emphasizing the role of state and non-state actors. This Sino–North African partnership is positioned as a potential driver for achieving Sustainable Development Goal 7, which aims to ensure access to affordable, reliable, sustainable, and modern energy for all.
