Abstract
The article discusses research conducted in Wenzhou, People's Republic of China, focusing on the issue of student noncompliance with app-based fitness policies in universities. The study introduces the concept of identity-congruence policy endorsement, which is defined as the alignment between policy mandates and an individual's self-identity, and examines its impact on compliance intentions among medical students. Findings indicate that cognitive attitudes significantly influence compliance intentions, while affective attitudes do not, suggesting that policy design should enhance cognitive legitimacy to improve adherence.
