Paying for animal welfare labelling no matter what? A discrete choice experiment.

Abstract

This article investigates German consumers' willingness to pay (WTP) for a planned state animal welfare label (Tierwohlkennzeichen) on pork meat, comparing fresh (schnitzel) and processed (sausages) products and examining the effect of an additional animal welfare tax (Tierwohlabgabe). Using a discrete choice experiment with 1,153 pork purchasers, results show a positive WTP for all label levels, with higher premiums for fresh meat than processed meat, supporting the hypothesis that processing reduces empathy and thus WTP. The presence of an animal welfare tax included in prices does not significantly affect average WTP for the label, though individual responses vary. The study also finds that combining the animal welfare label with the established organic label yields the highest WTP, and identifies consumer subgroups differing in their valuation of animal welfare attributes. These findings offer insights for policymakers and farmers regarding label implementation, pricing strategies, and financing mechanisms for improving farm animal welfare.
