Abstract
Gurpatwant Singh Pannun, an American Sikh separatist targeted in a foiled assassination plot allegedly planned by India, claims that Indian intelligence agents still want him dead and that the Biden administration's "quiet diplomacy" has failed to deter Prime Minister Narendra Modi's government. Pannun's group, Sikhs for Justice, advocates for a Sikh nation called Khalistan to be carved out of India's Punjab state. The Indian government has labeled him a terrorist and declared his group an "unlawful organization."
