Abstract

The article focuses on the structural economic challenges facing the UK and other Organisation for Economic Co-operation and Development (OECD) economies in the context of a dual technological transition—energy and digital—that is reshaping productivity, inequality, and regional disparities. Despite significant digital innovations since the 2000s, benefits have been unevenly distributed due to institutional and market failures, rising market concentration, and spatial inequalities. The article argues for a coordinated, strategic industrial policy involving active government intervention, increased infrastructure investment, and updated metrics beyond short-term GDP growth to address these systemic changes and promote sustainable, inclusive economic progress. It emphasizes the need for integrated policy frameworks that consider regional capabilities and long-term outcomes to manage the complex interplay of technology, labor markets, and environmental sustainability.
